Of the nearly 9,000 delivered MaxxPro units to the military, the Department of Homeland Security is apparently taking delivery (apparently through the U.S. Army Forces Marine Corps Systems Command, Quantico VA, via the manufacturer – Navistar Defense LLC) of an undetermined number of the recently retrofitted 2,717 ‘Mine Resistant Protected’ MaxxPro MRAP vehicles for service on the streets of the United States.
As these MRAP’s return from overseas/Afghanistan, and although it is apparently unknown exactly how many are being delivered, or have been delivered to DHS, I decided to dig slightly deeper and discover more about the vehicle itself…
The new DHS sanctioned ‘Street Sweeper’ (my own slang due to the gun ports) is built by Navistar Defense (NavistarDefense.com), a division within the Navistar organization.
Under the Navistar umbrella are several other companies including International Trucks, IC Bus (they make school buses), Monaco RV (recreational vehicles), WorkHorse (they make chassis), MaxxForce (diesel engines), and Navistar Financial (the money arm of the company).

Observations and Questions:
These MRAP’s ARE BEING SEEN ON U.S. STREETS all across America by verified observers with photos, videos, and descriptions.
Regardless of the exact number of MRAP’s being delivered to DHS (and evidently some to POLICE via DHS, as has been observed), why would they need such over-the-top vehicles on U.S. streets to withstand IEDs, mine blasts, and 50 caliber hits to bullet-proof glass? In a war zone… yes, definitely. Let’s protect our men and women. On the streets of America… ?
It is understandable that these may be beneficial to ICE (Immigration and Customs Enforcement) in hot zones on our southern border, however these are being seen all over America, far from her borders…
There are rails along the perimeter windows/gun ports to help displace the impact of RPG rounds… seems a bit much for a Police/Rescue vehicle…

Update: One reader has suggested that the DHS vehicles are not Navistar MaxxPro, but Golan (Israeli made) armored vehicles, while another reader who apparently has worked for Navistar confirms that this vehicle is indeed made by Navistar. There have been numerous reports on this story swirling within the blogosphere with varying claims of make and model. While this new information may or may not be accurate, I still question the need for these types of military armored vehicles riding on the ‘free’ streets of America, regardless of who makes them.

These mods are for the “vehicle reset line”, meaning, for those that are or have apparently come home from overseas and are being re-purposed for use at home. Where are they exactly being deployed? It is difficult to say, because they have not exactly said. There are numerous pictures of these vehicles in America with ‘Homeland Security’ printed on the sides. The DoD and DHS have an apparent working relationship, and these returning MRAP’s are apparently being re-purposed here on American streets. On the one hand it may seem frugal to re-purpose, on the other hand… why are they showing up on our streets away from border hot zones… One could argue that we might simply mothball them until such time they’re needed again during war operations.

The DHS and DoD report up the Executive branch to the Commander in Chief. The DoD / military is primarily limited to overseas actions due to the Posse Comitatus Act, while the new DHS (thanks to the Patriot Act after 9/11) is intended for operations on U.S. soil. The DHS is seemingly becoming the ‘legalized’ military here at home… and one could argue that it may be circumventing the Posse Comitatus Act to some degree.

I’ve got a lot of experience with different MRAPs due to military experience. Seen only one on the street during a standoff on tv with some dude in Nor Cal. Thinking these might be overkill for th streets. My assumption is that DHS is taking the 2009 publication on home grow terror and the risk of so called “right wing extremists” to heart.

I work where MRAPS are built. They are being refit for reuse alright but it ain’t for use in Afghanistan or Iraq….

I like a good conspiracy theory just like the next guy. I also have little faith in the government and this administration, but wake me up when you have something more than circumstantial evidence. The pictures show hull numbers up to 14, which is quite consistent with the claim that there are 16 ICE and 16 with Customs/Border. I also read the 2,717 article from Navistar’s home page, and nowhere does it mention DHS. I’m sure some metro areas have also made their own (likely irresponsible and reckless) purchases, accounting for many more MRAPs on the street.
Cities owning MRAPs is a bad idea as well as DHS, but I don’t see real evidence here.
I have seen one of these vehicles on a trailer of an 18 wheeler. On I-10 westbound in AZ, it was headed to Cal. This was about two months ago. I was wondering what it was, as there were no vehicles of this kind when I was in the USAF. (dating myself)

I live in a small suburb of Dallas, Texas and there are more than 16 sitting at the National Guard Base not 10 miles from my house.
Quite possibly the government is re-deploying these vehicles back to state side use rather than let them sit in a “moth-ball” location. I would imagine that local,state and fed. agencies would give their “eye-teeth” for equipment of this caliber free of charge. I may be abit optimistic here, but it is possible.
I agree with Johnny here. In my opinion, if they are not being used by the overseas military, why not put them to good use here? The DHS is also a military branch, so they should be allowed to have just as much armor as any other military branch. And besides, they look really awesome when they’re out in the streets.
Apparently you have not been taught about the Posse Comitatus Act while in school, which is actually not surprising based on the underlying political agenda today. If you understood that (Posse Comitatus), then you would understand the issue at hand with DHS being ‘the military’. I live in Ohio and the gub’ment just gave one of these things to a local police dept. of a town with a population of less than 25000. This is waaaaay more than overkill! SWAT teams are nice for hostage situations, and all, but everyday police situations (like an angry boyfriend “threatening” to kill a lover)dose not require a TANK!
I predict there is a plan at some higher level in the government to eventually declare some form of martial law and deploy the local law enforcement agencies as sudo Stormtroopers. That is why DHS started buying mass amounts of common caliber ammunition within the American market: to deplete the amount available to the common people, and, to have a massive stateside stockpile for use against the civilian population.

ok one thing needs to be said, we are doing away with the humv with the restricted vision and cramped quarters these mraps are a better choice from a traffic viewpoint. so many will be ending up with our guard and reserve units and will become as common place as the hummers we all see in convoys now.

Hell… I would want one of those Maxxpro’s in my driveway. This would make a great off road toy to play with. Yeah, the rear door motor goes out often, the door seals don’t keep out water in the rain, it leaks fluids, and is pretty uncomfortable to ride around in, but it would be fun to own a surplus one.

The wheels of MRAP are very vulnerable. It will be easy to disable one then take out the occupants when they exit the vehicle.

The DHS vehicles are not Navistar MaxxPros, they’re Golans. The US Marines bought 60 Golans, along with a slew of other MRAPs from other vendors for testing. The Golans were rejected, so they were surplus. They’ve been turned over to Homeland Security Investigations Special Response Teams, who are tasked with extremely high risk warrants and arrests of narcotics and weapons dealers and the like.
I also can find no factual information that has the department of homeland security being give any of the 2717 mrap vehicles. I am seeing the retro fit plan for vehicles going to the Marine Corps. I am seeing the maintenance plan and the deployment plan and none are heading for civilians. How sad would it be for a marine unit to have to read this lie and think that we are keeping these states side instead of roatating them back. A few things:
These vehicles are Golans built by Protected Vehicles, Inc (PVI) the golan vehicle was jointly developed with Israel. PVI had a contract with the US marine corp for 60 units. Delivered 11 prior to filing for Chapter 11 protection. USMC turned the vehicles over to DHS, along with spares. The other vehicles pictured are the PVI/OshKosh Alpha vehicle. (also in service with the FBI and Secret Service) The vehicles are staged strategically throughout the US to be used by DHS ICE SRT in extreme or dangerous missions/situations to protect the officers.
Just checked all the maxxpro mrap vehicles … This does NOT match any of them does not match up to any US APC/MRAP or any thing else US made.. Does resemble a French VAB I saw on the net ..

As far as the MRAPs go, does anyone know how much it costs to run and maintain one of these beasts? For a country that is broke, deployment of these units in the civilian world borders on criminal. For the most part, I would expect American law enforcement, DHS, etc. to do exactly as they are ordered to do. Likely they would exceed specific orders. Their behavior at Waco, Ruby Ridge, Katrina, etc indicates a group-think ‘ Us vs. Them ‘ mentality, entirely devoid of individual decision-making and moral valuations…
In addition, the hiring process for many jobs, especially TSA, includes a lengthy psychological portion, doubtless to weed out applicants with undesirable personality traits, such as a tendency for independent thought and action.

Most logically these “tanks” are for the purpose of backing up law enforcement personnel when they are assigned to collect firearms from citizens when that time arrives. While DHS only has a few official offices, they have offices at every major airport, and since they are now merged with FEMA, for all intentional purposes, they will be stockpiled at the fema yards and command bunkers for use during national emergencies, the lighter side of which are post hurricane security teams and patrols. The other question that arises is- did these get refurb, come from Mena, or did they come from the “Iron Mountain”, etc?

These vehicles were built by Navistar Defense (I worked for them) They were built in West Point MS as the article says, and although they are definitely overkill for the streets they are left over vehicles from the various wars that would either sit and rot, or get updated and used.

I have issue though with pushing them out onto the streets of America as it portends to the Police State (except on our borders where gangs and cartels are thriving, and illegals stream across).
I would like to see the Border Patrol put them out all along the Mexican border. A good place to keep them.
Still doesn’t make sense if the DHS picked them up from a DRMO. These vehicles require a lot of maintenance and regular use to stay operational. I’d hope that someone at DHS is logistics savvy enough to identify all the maintenance requirements and associated costs. The maintenance will have to be done by local shops or by new hired mechanics. On the other hand, for all we know, DHS may already have fully staffed AMSAs (area maintenance shops).

They were built by Protected Vehicles Incorporated (PVI) in North Charleston, NC. Navy/USMC was only major customer, purchased 60 for testing, and they failed the test. Bankruptcy, lawsuits, and liquidation then followed. PVI is gone.
The photo with truck #14 on side is an old Oshkosh Alpha MRAP built in Wisconsin. It also is no longer manfactured.
The Navistar MaxxPro is a far superior product and completely different vehicle than the Golan or Alpha. If you actually work for Navistar and work on MaxxPros, can’t you recognize your own finished product?

Would not a couple gallons of paint render the vehicle useless durring it’s mission, and could action of doing this be legally defended as a protest and exercise of ones First amendment rights? Every case could be taken to the supreme Court eventually (I think) if you were arrested, especially if one had reason to belive the occupants were engaged in or about to engage in illegal, unconstitutional or felonious actions. Just think of what one could find out during a trial and or Court proceedings allong the way. Having one of these pull up to your bedroom window, and a loud speaker telling you to bring out your guns, and be prepared to have your home searched would be enough to stop most family men from resisting. What would you do? About all most could do would be to die. Your alternative would be to get CS gas in your windows and maybe your house burned down. You could run with a couple of weapons and a little ammmo, but might get shot in the back. You might kill someone, but then your whole family might die. They could go up to every home that way, starting with known weapon owners.

“Paranoid Government”? I believe most Politicians are paranoid because of present or past illegal or immoral acts, and they advertize it with the use of large “Security Groups” surrounding them and their families at Taxpayer Expense.

I actually saw one of these armored vehicles in September or October 2012 on a road in a small, quiet town of less than 10,000 people in Central Texas. There are no military bases anywhere around here. To say it was an intimidating vehicle would be a gross understatement. It was black or very dark green, & had POLICE written on the side. I do not recall any DHS sign.
Please provide more details. Specifically, please provide proof that the DHS purchased 2700 armored vehicles. Also, any official statements regarding the intended use of such vehicles would be welcome. There does not have to be a contract award for inter-governmental transfers or equipment or resources. Anything declared excess can be transferred to another agency. It is also not unusual for one agency to purchase for another agency if they have been contracting the item in previous procurement. This happens frequently due the the contracting agencies experience with the technology and if they have an existing open contract with the vendors. I have sold items to one agency using an existing contracting mechanism owned by another agency.
Not saying this is the case or not, but just bring to light how the contracting system works.

I’m a MRAP Operator & Maintenance trainer to the Army & Marines…I have not seen this type of MRAP in the Military system. We do train the military on the MaxxPro MRAP made by Navistar. As far as Retrofit…they must be doing a lot of Retrofit to make it look like this. Red River Army Depot was doing retrofit on the MaxxPro months ago. Not sure if that’s the case now.

The number of DHS MRAPs (“16”) referred to earlier came from what a DHS spokesman told Business Insider magazine as stated in a Business Insider website article on 4 March 2013.

Homeland Security has more than 16, because our family saw more than a dozen being transported between Texas and Arkansas two weeks ago on Interstate I-30. All of them had the words, “Homeland Security” printed on them, as well as “police”. Since Homeland Security is supposed to protect our borders (meaning our country’s bordering another country), why are they being driven where there is no border with another country? Last time I checked, Arkansas is NOT a foreign country!
1. 12 is less than 16 so a bare remark to the effect that you saw 12 therefore they have more than 16 doesn’t even make basic sense without more rationale added to it.
2. The tasks of the DHS consist of more than just operating in states which border foreign countries and nobody, including the DHS, has suggested that the MRAPs which they do have (however many) are only used in such border situations.
3. Are you sure that what you saw were specifically MRAPs and specifically MRAPs of this nature and model? How do you know?
4. I don’t think any of us on here, including you, me and the author of the article, has a clue how many MRAPs the DHS has. It might be 16, it might be 16 thousand. I don’t see the point in people pulling imaginary numbers out of their rear end.

Just wanted to point out that “12” being transported between states all at once for the other guy to see, infers there are far more than 12 in the US.
It is highly unlikely that you are going to see 75% of the DHS total MRAPS, assuming they only have 16, being shipped in one spot. They are to be used throughout the US by the SRT, which means the SRT needs them on hand and not lollygagging between states all in one group. Unless of course that was their point of origin and were going to their destinations. Since the DHS supposedly had these since before 2008, that to is unlikely.

I just saw on the news last night one of these in Keene, NH. It is looking like there are more than just a few of these around the country.
Saw one of these yesterday traveling north on the Florida Turnpike between the Keys and Miami. It was being driven on the Turnpike, not loaded on a truck. Big black one with Homeland Security on the side and Police & Rescue on the back.

I would really like to see them make it down a North Dakota dirt road in the middle of a hard rain. We have something throughout the areas of ND, SD, MT, WY, NE etc. called “gumbo” soil. I have seen cattle trucks with 22 wheels and a full load of cattle get entrenched in this stuff and have to wait for the roads to dry out before they could move or be towed. If you think these modified humvees can make it over that stuff or get troops to go after some patriots in remote areas using these, go ahead and try. Even the missile security humvees get stuck and have to be towed out by specialized tow vehicles in these areas. Whatever goes in them gotta come out sometime. And if they get stuck in snow during a blizzard with minus 40 temps, well I guess they had just best stay in the cities.

DHS should not be getting these for “free”. They should be required to purchase these MRAP’s from funds in their budget. These funds then should go back to the taxpayer – Not to Navistar who was already paid for them once.

100% positive that navistar has never provided one armored truck to DHS. I work for the government and asked them today. They said they have no idea where that rumor came from… But your readers keep maki g harsh accusations against them. They don’t even try to sell to DHS. It looks like the OP is saying that the Navistar MRAPS were transferred to DHS through the Marine Corps Systems Command after they returned from overseas and had modifications. No one knows for sure how many. The MRAPS were built by Navistar. Clearly the DHS has these vehicles. They have been seen all around the country. I don’t think the claim is that Navistar sold directly to DHS, but I do think the claim is that DHS does have these armored vehicles, and the question is why do they have them, its not about who sold them to who. Just saying.
I meant to say that I’m 100% positive that no Navistar MRAPs are being used by DHS. This came up in a program review. All MRAPs from Navistar are tracked and maintained by Navistar and are with the DOD. Those pictures are not Navistar trucks . This is what I do for a living. 100% positive. I for one have worked on these and have preformed the retro fits in Afghanistan. I am not going to lose any sweat or sleep over them till the put crows on them. they are easily disabled if you know how. they operate on air pressure, vacuum and electrical systems non redundant and are easily turned non operational a officers not being trained as they are in the military, in a mission half of the men exiting from the mrap will get hurt just exiting them (not an easy thing to do in a hurry)

Just saw one of these unloaded from an 18 wheeler last night at the local sherifs department after dark. In the middle of Michigan in a little town of 5,000 people ?????? What the hell !
we live near Memphis. a neighbor told us he was talking to a friend of his that had auto body repair shop. His friend had told him of a government contract he had converting 6 wheeled army vehicle with DOJ high tech computers and other high tech equipment. When the shop owner asked why they were refitting these trucks, he was told the government was preparing for some type of emergency, like a economic collapse. The trucks are being readied and maintained for emergencies.
So the majority of the pictures you showed were of these trucks either being transported, in parades, training or parked in a depot. None of the pictures you showed actually depicted one of these vehicles on an average American street. Don’t be so paranoid…or naive.

This is an old post, but the vehicles shown were manufactured by Protected Vehicles, Inc. (PVI) and were rejected by the Marine Corps due to production issues and test failures. These look different from the IDF Golans because the reactive armor is not installed, there is no remote weapons system, and the wheels are larger. It is the same hull. There are other such rejected MRAP vehicles such as the Alpha by Oshkosh and PVI. Of course now we are getting lots of surplus vehicles the military no longer wants to maintain. Why spend our hard earned tax dollars on new protected vehicles when they were already spent on these? Just facts. Keep in mind these are designed to protect the occupants – not for assault purposes.

Could you cite the Article of the Constitution that prohibits a standing army? Perhaps you’re referring to the Posse Comitatus Act of 1878 that prohibits military forces (DoD Services and Federalized National Guard) from enforcing state laws? If you’re referring to Article I, Section 8, Clause 12 (the Army Clause), that prohibits any appropriations to the Army for more than two years. Seeing as how funds to the DoD are appropriated annually, this clues is not violated.
